CONSTITUTION OF THE ANCIENT AND PRIMITIVE RITE OF MEMPHIS MISRAIM
Article I
SEC. 1 – The Illustrious Patriarchs, Sovereign Grand Conservators of the Rite, constituting the Sovereign Sanctuary National of Romania Ancient and Primitive Rite of Memphis Misraim, , in and for the being appointed, and duly convoked by the Most Ill. Sovereign Grand Conservator General, in accordance with the Ad Vitam authority vested in him by Letters Patent granted him by the Executive Chiefs of the Rite.
The Sovereign Sanctuary, after careful and deliberate discussion, have ordained and decreed, and by these presents do ordain and decree in the manner following:
GENERAL ORDINANCES AND STATUTES FOR THE BETTER DISCIPLINE AND GOVERNMENT OF ALL DULY CONSTITUTED BODIES PRACTICING ANCIENT AND PRIMITIVE RITE OF MEMPHIS – MISRAIM, ACCORDING TO THE VENERATED TRADITIONS OF THE ANCIENT AND PRIMITIVE RITE OF MEMPHIS -MISRAIM, SOVEREIGN SANCTUARY NATIONAL OF ROMANIA
The Sovereign Sanctuary National of Romania, has absolute control over all subordinate bodies of the Rite as guaranteed by this Constitution.
The Sovereign Sanctuary National 0f Romania(Celestial Twelve) is composed of the following Grand Officers General:

4. The Illustrious Grand Expert General
5. The Illustrious Grand Secretary General
6. The Illustrious Grand Treasurer General

DUTIES OF GRAND OFFICERS
SEC. 2 – THE MOST Ill. SOVEREIGN GRAND CONSERVATOR GENERAL must be regarded as the fountain of authority governing the Ancient and Primitive Rite of Memphis – Misraim, and by virtue of his sanction are bodies empowered to practice, amend and observe the Ritual of the Ancient and Primitive Rite Memphis – Misraim, in a proper and legitimate manner. This position is “Ad Vitam” (for life) after receiving the approving Letters of Patents from the Sovereign Sanctuary National of Romania, Ancient and Primitive Rite of Memphis – Misraim
The person occupying this most powerful position is eligible to receive the honorary 96th Degree after first being elected by the members of the International Magi Council of the Rite of Memphis. Only twelve Magi’s are on the International Magi Council at one given time. Only when a position becomes available either by death or resignation of a current member on the International Magi Council, can a Sovereign Grand Conservator General who meets all qualifications be elected by the International Magi Council to this honorable distinguish position.
He will preside at all convocations of the Sovereign Sanctuary, and shall be entitled, in recognition of his dignity, to the seat of honor, when present, at every Orient beneath his jurisdiction.
It is his prerogative to grant dispensations or warrants for the formation of Mystic Temples, and Sublime Councils, Senates and Chapters of Rose Croix, in any State or Territory where no Mystic Temple exists, which he will establish, or cause to be established, after receipt of a petition
in appropriate language, and emanating from an adequate number of Masons, to insure a correct formation of the body petitioned for.
He shall, moreover, possess authority for conferring the various Degrees of the Rite, from the 4th to the 95th Degree, inclusive but must possess the ordination Diplomas of Martinist and Elu Cohen Degrees to perform the 60th and 66th Degree.
Nevertheless, he is privileged to delegate the authority organically vested in him, for the conferring of those degrees, to any Patriarch of the Rite, which shall only be done by Letters Patent, issued under his hand and the Seal of the Sovereign Sanctuary.
He will, moreover, appoint his Grand Representatives, and the first officers of such Mystic Temples as may at any time be organized.
He is also empowered to fill all vacancies among the Grand Officers (Celestial Twelve), by appointment, for the unexpired term of office.
SEC. 3 – THE Sublime Patriarch GRAND ADMINISTRATOR is the second dignitary of the Sovereign Sanctuary. He shall assume, in the event of the absence or illness of the Most Ill. Sovereign Grand
Conservator General, his duties and prerogatives. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 4 – THE PATRIACH GRAND CHANCELLOR is the third dignitary and shall countersign and seal with his official seal all documents of a public force emanating from the Sovereign Sanctuary., he shall have supervision over the register wherein are recorded the names, titles, rewards, honors or censures of those brethren of the Ancient and Primitive Rite of Memphis – Misraim, who come beneath the jurisdiction of the Sovereign Sanctuary. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of
the Rite.
SEC. 5 – THE PATRIARCH, GRAND EXPERT is the fourth dignitary and shall be his duty to
preserve a constant scrutiny over the workings of the bodies owing allegiance to the Sovereign Sanctuary, so that its primitive harmony is preserved, its venerable traditions respected, and its distinctive landmarks conserved against in roads and encroachments. It shall, moreover, be the duty of this dignitary to present the claims, petitions and congratulations of such Masonic Bodies as may desire to establish fraternal intercourse with the Sovereign Sanctuary or of such subordinate bodies as may seek official intercourse with the Patriarchs of the Rite. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 6 – THE PATRIARCH, GRAND SECRETARY GENERAL is the fifth dignitary and shall have
charge of the correspondence of the Ancient and Primitive Rite of Memphis – Misraim, official and particular; a correct copy of which he shall cause to be registered upon the Archives of the Sovereign Sanctuary, whose record it shall be his province to guard and preserve. All official
documents must be attested by the signature of the Grand Secretary General, otherwise they are to be deemed void and of no effect; and to him officially must be addressed all communications and documents touching the Sovereign Sanctuary or the general welfare of the Rite; he shall, furthermore, act as the cashier of the Sanctuary receiving all monies, which he shall pay over to the Grand Treasurer General. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 7 – THE PATRIARCH GRAND TREASURER is the sixth dignitary and shall render to the
Sovereign Sanctuary, at its regular convocation, a full and complete report of its financial condition, exhibiting receipts and expenditures, with vouchers, as to disbursements, and statements as to the
revenue; and no monies shall be paid out except on the written order of the Most Ill. Sovereign Grand Conservator General, countersigned by the Grand Secretary General. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 8 – THE PATRIACH GRAND REPRESENTATIVE is the seventh dignitary and it shall be his duty
to represent the Most Ill. Sovereign Grand Conservator General, when called upon by him to do so. He shall assist him, if necessary, in the discharge of the duties of his office, and shall at all times hold himself subject to the commands of his superior, under whose immediate supervision he shall be. At other times he shall perform such duties as may be assigned to him by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 9 – THE PATRIARCH, GRAND INSPECTOR GENERAL is the eight dignitary and shall be charged
with the supervision of the Rituals, emanating from the Sovereign Sanctuary, that they may contain true and faithful reproductions of our Ancient and Primitive Rite of Memphis – Misraim, Ceremonial, Charges and Lectures, uncorrupted by errors, misrepresentations, or interpolations. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 10 – THE PATRIARCH GRAND KEEPER OF THE GOLDEN BOOK is the ninth dignitary and
shall have in his charge the Golden Book of the Mysteries. The divine maxims and precepts therein inculcated he shall expound to the brethren, from time to time, as emergencies may require. In the event of convocation of the Sovereign Sanctuary, he shall act as chaplain. He is also charged with the inspection of the insignia of all subordinate bodies. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 11 – THE PATRIARCH, GRAND EXAMINER is the tenth dignitary and it shall be his duty to
audit the accounts of the Grand Secretary General and Grand Treasurer General; he shall, moreover, examine the Letters Patent and other documents presented by visiting Patriarchs and others, coming from beyond the jurisdiction of this Sanctuary. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 12 – THE PATRIARCH, GRAND MASTER OF CEREMONIES is the eleventh dignitary, is the
expounder of the Ritual of the Rite, and shall confer the several degrees and lectures when requested so to do by subordinate bodies with the permission of the Most Illustrious Sovereign Grand Conservator General. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 13 – THE PATRIARCH, GRAND KEEPER OF THE SANCTUARY is the twelfth dignitary and shall
have charge of the set up of furniture for the Sanctuary, which he shall see guarded against the curious and profane. He shall, moreover, have custody of the insignia and paraphernalia of the Sovereign Sanctuary, which he shall see preserved in constant readiness and repair, so that
they may be used as required by the ordinary or extraordinary convocation of the Sovereign Sanctuary. He shall furthermore be charged with the direction and marshalling of all processions of the Ancient and Primitive Rite of Memphis – Misraim, at which the Sovereign Sanctuary officiates. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 14 – THE PATRIACHS GRAND REPRESENTATIVES shall exercise the powers and prerogatives of Grand Masters of Light, until such time as a duly organized and instituted Mystic Temple is established
within his jurisdiction. At other times he shall perform such duties as may be assigned to him the Most Ill. Sovereign Grand Conservator General and by the Ritual, tending to the propagation and correct advancement and welfare of the Rite.
SEC. 15 – No Deputy Grand Officer can supersede any elective or appointed Grand Officer.
SEC. 16 – No member of the Sovereign Sanctuary 95th Degree, is entitled to a vote, on Election, or any question brought before the Sovereign Sanctuary, except he be a contributing member of some
subordinate body of the Rite and in good standing with dues. Exceptions being made to those who reside where no subordinate body exists but he must still be in good standing with dues.
SEC. 17 – Any Officer of the Sovereign Sanctuary may be deposed by the Most Ill. Sovereign Grand Conservator General for a continued neglect of his duties or disrespect.
SEC. 18 – There shall be one regular triennial convocation of the Sovereign Sanctuary of June (Summer solstice), for the election of officers and dispatch of business, due notice of which must be issued at least sixth months previous, to each and every member, by the Grand Secretary General.
The yearly convocation shall be held on the month of November for the dispatch of business, notice of which shall be issued by the Grand Secretary General sixth months previous unless the Sovereign Grand Conservator General orders otherwise.
Special convocations may be called by the Most Ill. Sovereign Grand Conservator General, at such time and place as he may designate, of which due notice shall be given by the Grand Secretary General.
QUORUM
At all stated convocations eleven members shall constitute a quorum, three of whom must be Grand Officers.
ELECTION AND APPOINTMENT OF OFFICERS
SEC. 19 – In event of the death or resignation of the Most Ill. Sovereign Grand Conservator General, the Grand Administrator shall cause the Grand Secretary General to issue special notices to each and
every Sovereign Patriarch, 95th Degree, calling an election to fill the vacancy, at the next regular convocation, from among the Grand Officers of the Sanctuary, and the officer receiving a majority of all the votes shall be declared elected for the term of three years; when there shall be another election.
The Ill. Grand Administrator General shall assume the prerogatives of Most Ill. Sovereign Grand Conservator General. Ad interim; and in case of death or inability of the Grand Administrator General, the next in office shall assume his duties, and so in succession; and the following five officers shall also be elected triennially by ballot, and must receive a majority of all the votes, viz. :

1. Grand Administrator
2. Grand Chancellor
3. Grand Expert
4. Grand Secretary
5. Grand Treasurer
The remaining officers shall be appointed by the Most Ill. Sovereign Grand Conservator General, and
immediately assume the duties of their offices.
INSTALLATIONS
Installation of officers of all bodies of the Rite shall be held either in private, as soon after election as practicable and must be administered by a Grand Officer of the Celestial Twelve with the Most Ill. Sovereign Grand Conservator General permission.
Article II
REVENUE OF THE SOVEREIGN SANCTUARY
SEC. 1 – The Revenue of the Sovereign Sanctuary shall be derived from the following sources: For all dues, diplomas, dispensations, charters or warrants, granted to Mystic Temples, Sublime Councils, 90th Degree; Senates, 43rd Degree; and Chapters of Rose+Croix, 18th Degree.
Also, revenues from all Rituals granted to the before mentioned bodies in any State or Territory where from assessments and fees from all bodies working under its jurisdiction, and from all Degrees conferred by the Representatives of the Most Ill. Sovereign Grand Conservator General.
SEC. 2 – All charters for Mystic Temples and for all Sublime Councils, Senates, and Chapters of Rose+Croix, diplomas, certificates, and rituals, must emanate from the Sovereign Sanctuary, with the necessary seals thereunto affixed.
FEES FOR CONFERRING DEGREES
SEC. 3 – The fee for conferring the Degrees of the Ancient and Primitive Rite of Memphis – Misraim, shall be (unless conferred for merit by the Sovereign Grand Conservator General permission):
These are the minimum fees; but any subordinate body may increase the amount of its fees for Degrees, if in their judgment they deem it for the interest of their body, and the general good of the Rite. The fees listed above are the money sent to the Sovereign Sanctuary 72 hours after conferring the Degree.
SEC. 4 – Yearly dues for each level is as follows:
Dues will be paid each year by September. All members are solely responsible for the appropriate regalia for the level they are own unless notified otherwise. All members must be fully regaled one year after receiving their Degree unless a dispensation is granted by the Sovereign Grand Conservator General.
Article III
REPRESENTATIVES
SEC. 1 – There shall be a Grand Representative of the Most Ill. Sovereign Grand Conservator General in every jurisdiction where there exists a Chapter, Senate, Council or Mystic Temple of the Ancient and Primitive Rite of Memphis – Misraim.
He shall be appointed by the Most Ill. Sovereign Grand Conservator General for his official term.
Deputy Representatives may be appointed by a Grand Representative to assist him in the active portions of his duties, subject to his supervision and direction; such appointment to be approved by the Most Ill. Sovereign Grand Conservator General.
SEC. 2 – Grand Representatives shall vise all returns and reports from within their jurisdiction, to the Sovereign Sanctuary.
They shall exercise a general supervision over the workings of the Rite, and make detailed reports quarterly in each year (March, June, September and December) to the Sovereign Sanctuary, of the condition and progress of the work within their jurisdictions.

Article IV
P E N ALT I E S
SEC. 1 – Any Mystic Temple, Sublime Councils, Senates and Chapters of Rose + Croix neglecting or refusing to make returns, its Charter may be suspended, and it can only be restored by paying all back dues, with an explanation for violating the constitutional statutes and ordinances.
SEC. 2 – Any member of the Ancient and Primitive Rite of Memphis – Misraim, can be fine, suspended or expelled by the Most Ill. Sovereign Grand Conservator General without appeal for not paying dues, missing call meetings and for disrespectful behavior perceive by the Most Ill. Sovereign Grand Conservator General.
SEC. 3 – Any member fine, suspended or expelled from any subordinate body of the Sovereign Sanctuary, can appeal to the Grand Officers (Celestial Twelve) whom shall make their recommendation to the Most Ill. Sovereign Grand Conservator General who shall make the final decision.
Article V
These Constitutions and Statues are to be followed by all members associated or affiliated with the Sovereign Sanctuary National of Romania , Ancient and Primitive Rite of Memphis – Misraim.
